The American Democracy Minute Radio News Report & Podcast for May 1, 2026


The U.S. Supreme Court all but eliminated remaining Voting Rights Act protections for minority voters in its Louisiana v. Callais decision April 29th. By striking down Louisiana’s two majority-minority voting districts, such districts face elimination nationwide, resulting in fewer minorities elected for federal, state and local government.
Louisiana’s population is 33% African American, but as of 2022, in only one Congressional district out of six could Black voters have a realistic chance of electing a candidate of their choice. Litigation resulted in state legislators creating a second majority-minority Congressional district. White voters appealed, saying THEY had been discriminated against under the Equal Protection Clause of the 14th amendment.
The conservative majority agreed with the White voters, abandoning 60 years of court precedent and reaffirmations of VRA Section 2’s protections by Congress. Despite America’s discriminatory history, the court said states may not use a race-conscious approach to redistricting, and maps must be race neutral.
As Justice Elena Kagen wrote in her dissent, QUOTE, “Today’s decision renders Section 2 all but a dead letter.”
The seismic decision doesn’t just affect Louisiana. There are currently 148 majority-minority U.S. House Districts in 28 states, and it’s unclear how many could change before the 2026 midterms. More on that next week.
