For now, the GOP’s restrictive SAVE America Act has stalled in the U.S. Senate, blocked by the filibuster. An attempt to attach it to a budget reconciliation bill, needing only 50 votes to pass, also failed. Is it dead?
After the two-week recess, Senate Majority Leader John Thune was unable to strong-arm the votes for a second effort to pass the bill, which overrides state election rulemaking by implementing federal election standards. It requires photo ID to vote, but allows only a narrow range of IDs. It requires proof of citizenship, to which many Americans don’t have ready access. And it would eliminate universal mail-in voting. Such requirements create barriers for married women, the elderly, the disabled, shift workers and rural voters.
The bill passed the House 218-213 in February, but failed in the Senate 53-47 March 26th, not reaching the 60-vote threshold to end the filibuster. An attempt to slip portions of it into a budget reconciliation package failed, blocked by GOP Senators Susan Collins, Lisa Murkowski, Thom Tillis and Mitch McConnell. Saturday, President Trump resumed his calls to QUOTE “terminate” the filibuster by changing Senate rules – the so-called “nuclear option.”
While not yet dead, the SAVE America Act appears to be on life support.
